U.S. import tariffs on apparel and footwear (2026)
Apparel carries some of the highest base duties in the tariff schedule, often 16% to 32% for everyday knit and woven garments, and the 2026 forced-labor tariff and China Section 301 stack on top. That makes the country of origin the biggest single factor in landed cost.
Garments that qualify under USMCA or CAFTA-DR enter duty-free and are also exempt from the forced-labor tariff, which is why Mexico and Honduras show 0% for qualifying goods.

What drives these rates
- The forced-labor tariff is 12.5% for China and Vietnam and 10% for Bangladesh, India and Cambodia.
- Most apparel and many shoes from China also pay Section 301 at 7.5% (List 4A). Handbags, backpacks and luggage pay 25% (List 3).
- Duty-free textiles and apparel that qualify under CAFTA-DR are exempt from the forced-labor tariff (HTSUS 9903.05.95). The exemption covers textiles and apparel only, so CAFTA-DR footwear and leather goods still pay it.
- USMCA-qualifying goods from Mexico and Canada enter duty-free and are exempt from the forced-labor tariff. Exception: some Canadian products, including cotton T-shirts (6109.10.00) and certain sweaters, coats and suits, pay a 50% Section 338 tariff even when they qualify (HTSUS U.S. note 51).
- Some apparel codes also have per-kilogram rates (for example wool coats). The calculator includes them when you enter the weight.
