U.S. import tariffs on cosmetics, beauty and household products (2026)
Most cosmetics, perfumes, soaps and shampoos have a Free base rate, so the 2026 forced-labor tariff sets the floor for almost every origin and China Section 301 adds to it.
For goods from the EU, Japan, Korea and Taiwan, the forced-labor tariff is reduced by the general duty rate (HTSUS U.S. note 52(k)). That keeps K-beauty, J-beauty and European cosmetics at a 10% to 12.5% total on most products.

What drives these rates
- Cosmetics, soaps, shampoos and cleaning preparations from China pay 25% under Section 301 List 3. Toothbrushes pay 7.5% (List 4A).
- Korean goods that qualify under KORUS have no base duty, but the forced-labor tariff is still reduced only by the general rate, so the total can fall below 12.5% (for example deodorant at 7.6%).
- USMCA-qualifying goods from Mexico and Canada enter duty-free and are exempt from the forced-labor tariff. Exception: some Canadian products, including perfume containing alcohol, makeup, some hair preparations and plastic tableware and kitchenware, pay a 50% Section 338 tariff even when they qualify (HTSUS U.S. note 51).
- Cosmetics sold in the U.S. must also meet FDA requirements, including facility registration and product listing under the Modernization of Cosmetics Regulation Act (MoCRA).
